Model Year and Vehicle Age
Saudi rules generally restrict small vehicles, buses and light transport vehicles not exceeding 3.5 tonnes to five model years, normally calculated backward while excluding the current year.
Do not rely on a permanent “allowed years” list. Model year, manufacturing date and first registration date can differ. The importer should verify the VIN and intended import date before payment and shipment.
Fuel Economy and Technical Conformity
Vehicle age is only one requirement. Saudi authorities may also assess fuel economy, technical specifications, model conformity and database availability.
A new Gulf-specification vehicle may have a GSO conformity route. A vehicle without GSO model registration may require a pre-import SASO inquiry using its VIN, technical data and photographs. New and used vehicles can follow different procedures.
Prohibited and High-Risk Vehicles
Saudi Arabia restricts or prohibits salvage, flood-damaged, fire-damaged, rolled-over and structurally damaged vehicles. Former taxis or police cars, stolen or armored vehicles, right-hand-drive conversions and vehicles with altered VINs are also high-risk or prohibited.
Visible exterior damage may require proof that it occurred at the destination port.

GSO, SASO and SABER Requirements Explained
GSO, SASO and SABER are not one interchangeable certificate. The required route depends on whether the vehicle is new or used, the importer type, model registration status and Saudi technical requirements.
New Vehicles with Gulf Model Conformity
A new vehicle may be supported by a GSO conformity certificate or model registration. Saudi customs, energy-efficiency and national technical procedures may still apply.
Vehicles Without GSO Model Registration
The importer may need to submit the VIN, specifications, photographs and manufacturing details through the applicable SASO service before shipment. The SASO Imported Car Registration Request helps determine age and energy-efficiency conformity before arrival.
SABER Vehicle Import Shipment Certificate
Saudi individuals may use SABER, select a SASO-approved inspection body and obtain a vehicle import shipment certificate after review. This is not necessarily the route for every dealer or commercial shipment.
Inspection may still be required when mileage exceeds an applicable threshold, vehicle data are unavailable or authorities request further confirmation.
RoRo or Container Shipping to Saudi Arabia?
RoRo Shipping
RoRo suits vehicles that start, steer and brake normally, including batches of new cars, accepted used cars, SUVs and pickups. Carriers may restrict damaged, modified or non-running units.
Unapproved goods are normally prohibited inside the vehicle. Fuel level, battery charge, keys and alarms must follow carrier instructions. Space exists only after written confirmation, and freight does not automatically include cargo insurance.

Container Shipping
A container may suit a single vehicle, small batch, high-value car or route with limited RoRo service. The vehicle must be blocked, braced and lashed correctly.
A 40HQ loading quantity cannot be promised without exact dimensions and a loading plan covering door clearance, weight distribution, payload, VGM and unloading. EVs and hybrids still require the applicable dangerous-goods review.

Jeddah and King Abdullah Port
Jeddah and King Abdullah Port are often considered for Jeddah, Makkah, Medina, the Western Province and selected central destinations.
Compare a Red Sea route with inland delivery from an eastern port. Red Sea and Bab el-Mandeb security conditions may affect routing, insurance and schedules. An operating port does not guarantee a carrier call or accepted booking.
