If you are buying goods from China and want them delivered to a warehouse, business address or fulfilment location in Germany, DDP can look like the simplest option: one shipping arrangement covering the journey from China through import clearance and onward delivery.

But DDP shipping from China to Germany needs to be structured carefully.

Under Incoterms® 2020, Delivered Duty Paid (DDP) places extensive responsibility on the seller. The seller arranges transportation to the named destination, completes export and import formalities, and bears the applicable import duties and taxes required under the Incoterm. Delivery takes place when the goods are made available to the buyer at the agreed destination, on the arriving vehicle and ready for unloading.

That does not mean every freight forwarder can automatically become the importer, supply an EORI number, solve German VAT obligations or make a non-compliant product legal for the EU market.

For a real China-to-Germany shipment, the freight method, customs declaration structure, importer, EORI, customs representation, VAT treatment, product compliance and final delivery requirements all need to work together.

Winsail handles shipments originating from China. Any proposed DDP solution, importer or customs arrangement, and acceptance of regulated or special cargo is subject to shipment-specific review.

Quick Answer: How Does DDP Shipping from China to Germany Work?

DDP, or Delivered Duty Paid, is an Incoterm that puts responsibility for transportation and import clearance on the seller up to the agreed destination.

In practice, a China-to-Germany DDP freight arrangement may combine:

  • pickup from the supplier or factory in China;
  • China export handling and customs declaration;
  • sea, air or rail transportation;
  • EU or German import customs processing;
  • payment or advancement of applicable duty and import VAT according to the agreed structure;
  • destination handling;
  • German final-mile delivery.

The exact scope must be stated in the quotation.

A statement such as “DDP Germany” alone is not enough to establish who will be the importer or declarant, whose EORI will be used, whether import VAT is recoverable, whether customs representation is available or whether the cargo satisfies applicable EU product regulations.

These points should be checked before the cargo leaves China.

What Does DDP Mean When Shipping from China to Germany?

DDP stands for Delivered Duty Paid.

Under Incoterms® 2020, the seller delivers when the goods have:

  • reached the named place of destination;
  • been cleared for import;
  • been placed at the buyer’s disposal;
  • remained on the arriving means of transport;
  • become ready for unloading.

The seller bears the risks involved in bringing the cargo to that named destination. ICC describes DDP as the Incoterm that imposes the maximum level of obligation on the seller.

DDP can be used with different modes of transport. It is therefore possible to discuss:

  • sea freight DDP;
  • air freight DDP;
  • multimodal rail-based DDP;
  • truck-supported door-to-door DDP.

The word “DDP” does not describe the line-haul transport mode. It describes the allocation of obligations between seller and buyer.

The Named Place Matters

A properly defined sales or shipping arrangement should be more precise than:

DDP Germany

For example:

DDP buyer’s warehouse, Frankfurt 603xx, Germany, Incoterms® 2020

The delivery point matters because it affects:

  • final trucking distance;
  • delivery vehicle requirements;
  • delivery appointments;
  • remote-area charges;
  • access restrictions;
  • the point at which delivery and risk transfer occur;
  • unloading arrangements.

If the final warehouse requires a tail lift, scheduled appointment, forklift, pallet exchange or special vehicle access, these requirements should also be disclosed before the freight quotation is confirmed.

Who Unloads Under DDP?

DDP does not automatically require the seller to unload the cargo from the final vehicle.

Under the ICC rule, delivery occurs with the goods on the arriving vehicle ready for unloading. The buyer normally bears the risk of unloading, although the transportation contract may separately include unloading costs.

For commercial freight, always confirm whether the destination has:

  • a loading dock;
  • forklift access;
  • staff available to unload;
  • restrictions on large trucks;
  • a requirement for tail-lift delivery.

What Can a DDP Freight Quote from China to Germany Include?

A DDP freight quote can combine multiple origin, transport, customs and destination services into one commercial offer.

However, it is important to distinguish between what may be included in a forwarder’s quotation and what is automatically guaranteed merely because the term DDP is used.

A practical quotation may look like this:

Cost or ServiceMay Be Included?What to Confirm
Factory pickup in ChinaYesExact address, loading conditions and pickup requirements
China export declarationUsuallyExporter and documentation must be acceptable
Origin handlingUsuallyDepends on air, FCL, LCL or rail service
Sea / air / rail freightYesRoute depends on cargo and available service
EU pre-arrival proceduresUsually coordinatedResponsible filing party depends on transport chain
Import customs clearanceMay be arrangedImporter, declarant and representation must be confirmed
Customs dutyMay be included or advancedDepends on TARIC classification, origin and customs value
Import VATMay be included or advancedVAT treatment must be confirmed separately
Customs brokerageMay be includedRepresentation structure must be legally workable
Destination handlingUsuallyDepends on entry point and transport mode
German final deliveryYesPostcode and site conditions required
Delivery appointmentWhere availableMust be requested before booking
Tail-lift truckOptionalNormally requires advance confirmation
UnloadingNot automaticallyDepends on final delivery contract
Inside deliveryNormally noSeparate service if available
InstallationNoNot part of normal freight forwarding
Cargo insuranceNot automaticallyCan be discussed separately
Inspection-related chargesNot always predictableMay arise if authorities inspect the cargo
Storage / demurrage / detentionUsually conditionalOften depends on the cause of delay
Product certificationNoSeparate regulatory responsibility

This is why two freight quotations both described as “DDP” can contain very different scopes.

A lower quotation may exclude items such as destination handling, customs inspections, appointment charges or special delivery. A higher quotation may include more services.

Do not compare only the final number. Compare the scope line by line.

What DDP Does Not Automatically Solve

This is one of the most important things to understand before using DDP shipping from China to Germany.

DDP is an Incoterm.

It is not an automatic licence, customs identity, VAT registration or product-compliance solution.

DDP Does Not Automatically Provide an Importer of Record

The term “Importer of Record” is commonly used in international logistics, especially in commercial quotations and door-to-door services.

EU customs law, however, works through specific legally relevant roles such as the:

  • importer;
  • declarant;
  • consignee;
  • customs representative;
  • person liable for customs debt in the applicable structure.

The actual parties used in a German customs declaration must be established correctly.

Therefore, do not assume that because a forwarder offers a door-to-door or DDP quotation, the forwarder automatically becomes the legal importer for every shipment.

Winsail does not claim universal or automatic importer-of-record capability in Germany.

The importer, declarant and customs-representation structure must be established subject to shipment-specific review.

DDP Does Not Make EORI Requirements Disappear

An EORI number is used to identify economic operators and certain other persons when interacting with EU customs.

The European Commission states that EORI is mandatory for customs operations in the EU customs territory such as import, export and transit. Economic operators established in the EU require an EORI, while non-EU operators can also require one when carrying out specified customs activities, including lodging customs declarations.

This means it is too broad to say:

“DDP means you never need an EORI.”

A better question is:

Whose EORI and customs identity are being used in this particular declaration?

Depending on the transaction and customs structure, the German buyer may or may not be the declarant or the party whose EORI is used.

For more detail, see EORI Number for Importing from China to Germany.

DDP Does Not Automatically Solve German VAT

Import VAT and normal VAT accounting are related but not identical issues.

At import, German import VAT may become payable based on the applicable customs and tax rules. The party that pays or advances the tax needs to be established in the shipping and customs arrangement.

That still does not answer another important question:

Who is entitled to account for or recover that VAT?

DDP alone does not determine VAT registration, input-tax recovery or all downstream German VAT obligations.

Germany applies a standard import VAT rate of 19% to many goods, while certain products can qualify for the reduced 7% rate. The actual rate depends on the goods and applicable tax rules.

For this reason:

VAT treatment is subject to shipment-specific review and should not be inferred solely from the Incoterm stated on the commercial invoice.

See Germany Import Duty & VAT from China for a deeper explanation of duty, customs value and import VAT.

DDP Does Not Replace Product Compliance

A shipment can be properly transported and still contain a product that cannot legally be placed on the EU market.

Those are separate issues.

Depending on the commodity, EU or German requirements may involve:

  • CE marking;
  • conformity assessment;
  • EU Declaration of Conformity;
  • technical documentation;
  • product traceability;
  • German-language instructions or safety information;
  • General Product Safety Regulation requirements;
  • RoHS;
  • REACH;
  • CLP;
  • WEEE;
  • battery legislation;
  • machinery requirements;
  • food regulations;
  • medical-device rules;
  • cosmetics requirements;
  • sector-specific permits or registrations.

CE marking is also not universally required. It applies to products covered by EU legislation that specifically requires it. Products outside those categories may be governed by other product-safety rules instead.

A useful principle is:

Customs clearance does not turn a non-compliant product into a compliant product, and DDP does not transfer every regulatory responsibility to the freight forwarder.

Compliance should therefore be checked during sourcing or production—not after the shipment reaches Europe.

Who Handles German Customs Clearance Under DDP?

Under the DDP Incoterm, the seller has responsibility for completing import formalities.

Operationally, those formalities may involve a customs broker or representative and an appropriate importer/declarant structure.

The EU Union Customs Code recognises both direct and indirect customs representation.

In direct representation, the customs representative acts in the name of and on behalf of another person.

In indirect representation, the representative acts in its own name but on behalf of another person.

These structures can have different legal and liability implications. A freight forwarder should therefore not describe “customs clearance included” as though the declaration can be made in any name without review.

The Union Customs Code also states as a general rule that a customs declarant must be established in the customs territory of the Union, subject to specified exceptions.

That is one reason why a China-based seller cannot simply assume that it can act exactly like a locally established German importer in every transaction.

ICC itself warns sellers about this problem. Under DDP, the seller must carry out destination import clearance, but foreign sellers may face legal or administrative obstacles when completing those formalities. DAP may be more appropriate where the seller cannot reliably perform import clearance in the destination country.

For a deeper customs overview, see Germany Customs Clearance for Imports from China.

What Should Be Confirmed Before DDP Is Accepted?

Before confirming a DDP shipment from China to Germany, the following should normally be reviewed:

  • exact commodity;
  • intended use of the product;
  • HS/TARIC classification where available;
  • shipment value;
  • country of origin;
  • intended importer;
  • intended declarant;
  • EORI availability;
  • customs-representation arrangement;
  • import VAT arrangement;
  • product compliance;
  • licences or certificates where relevant;
  • China pickup location;
  • German destination;
  • freight mode;
  • any special handling or dangerous-goods requirements.

Any Germany DDP solution offered by Winsail is therefore subject to shipment-specific review.

Which Cargo Is Suitable for DDP Shipping to Germany?

Standard commercial goods are generally easier to evaluate for a door-to-door shipment than regulated, hazardous or highly controlled cargo.

However, there is no responsible universal list saying that one product category is always accepted under DDP.

Use the following as a screening guide:

Cargo TypeTypical DDP SuitabilityMain Review Points
General commercial cargoOften suitableClassification, value, importer and documentation
Furniture / household productsOften suitableMaterials, labelling and product rules
Garments / textilesOften suitableFibre labelling, value, origin and tariff classification
Industrial componentsOften suitableHS code, end use and technical description
MachineryConditionalCE/conformity, technical documents and dimensions
Electrical productsConditionalApplicable CE rules, EMC/LVD, RoHS and importer duties
Consumer productsConditionalGPSR and product-specific regulations
Lithium batteriesConditionalUN38.3, battery type, DG acceptance and routing
Battery-powered productsConditionalBattery transport plus product compliance

Dangerous goodsSpecialist reviewDG documentation, carrier acceptance and route
Excise goodsNormally outside standard DDPAdditional tax/control procedures
Counterfeit or prohibited goodsNot acceptedLegal restrictions
Sanctioned or controlled goodsSpecialist/legal reviewExport controls, sanctions and licensing

The final decision depends on the exact goods rather than only the category name.

For example, “battery product” could describe anything from a small consumer device with an installed lithium-ion cell to pallets of standalone lithium batteries. Their transport requirements are very different.

Likewise, “machine” does not tell us whether the goods fall within particular EU machinery, electrical, pressure-equipment or other regulations.

Cargo eligibility remains subject to shipment-specific review.

Sea DDP Shipping from China to Germany

Sea freight is usually the most practical option for larger, heavier or less time-sensitive commercial shipments.

Depending on volume, the cargo may move as:

  • FCL — Full Container Load;
  • LCL — Less than Container Load.

A sea-based DDP arrangement may combine:

  1. factory pickup in China;
  2. export handling;
  3. China customs declaration;
  4. delivery to the loading port or consolidation warehouse;
  5. ocean freight;
  6. destination handling;
  7. import customs processing;
  8. payment or advancement of applicable import charges under the agreed structure;
  9. final trucking to the German destination.

German cargo commonly moves through ports such as Hamburg or Bremerhaven, although the first EU entry point and final customs structure may differ according to carrier routing and service design.

When Sea DDP May Make Sense

Sea DDP can be considered for:

  • larger commercial orders;
  • palletised cargo;
  • furniture;
  • machinery;
  • industrial parts;
  • wholesale inventory;
  • regular replenishment shipments;
  • cargo where air freight would be uneconomical.

For smaller sea shipments, read LCL Shipping from China to Germany.

For containerised cargo, see FCL Shipping from China to Germany and 20ft & 40ft Container Shipping Cost from China to Germany.

For the wider transport process, see Sea Freight from China to Germany.

FCL or LCL DDP availability depends on the import structure and cargo and is subject to shipment-specific review.

Air DDP Shipping from China to Germany

Air freight is normally considered when transit speed matters more than the lowest possible transportation cost.

Typical cargo includes:

  • urgent production parts;
  • higher-value goods;
  • time-sensitive inventory;
  • samples and launch stock;
  • electronics where transport rules permit;
  • smaller commercial shipments.

A door-to-door air freight movement can include:

  1. China pickup;
  2. airport export handling;
  3. export customs;
  4. international air freight;
  5. arrival handling;
  6. import customs processing;
  7. German road delivery.

Frankfurt Airport is a major German air-cargo gateway, while Munich, Cologne/Bonn and Leipzig/Halle can also be relevant depending on the airline, cargo and destination.

It is important to distinguish an airline transit time from the total door-to-door shipment time.

A flight itself may take only part of the journey. Factory pickup, flight schedules, export handling, security screening, customs procedures and final trucking all affect the final delivery time.

Battery cargo, dangerous goods and regulated commodities also require additional acceptance checks.

See Air Freight from China to Germany and Air Freight Cost from China to Germany per KG for more detail.

Air DDP acceptance is subject to shipment-specific review.

Rail Door-to-Door Shipping from China to Germany

China-Europe rail freight can provide another option between the speed of air freight and the longer lead time generally associated with ocean shipping.

A rail-based door delivery is normally multimodal rather than rail from factory door to buyer’s door.

A typical movement may involve:

  1. truck pickup from the Chinese supplier;
  2. delivery to the rail terminal;
  3. China export processing;
  4. China-Europe rail linehaul;
  5. European terminal handling;
  6. customs or transit procedures;
  7. truck delivery to the final German address.

Duisburg is an important rail and inland logistics location for China-Europe cargo, but actual terminals and routes vary by service.

Rail door delivery can be useful for suitable industrial or commercial cargo when the available routing matches the shipment requirements.

Whether the service can be structured as DDP depends on the importer, customs, tax and routing arrangement.

For more information, see Rail Freight from China to Germany and Shipping from China to Duisburg.

Availability is subject to shipment-specific review.

DDP vs DAP: Which Is Better for China-to-Germany Shipping?

DDP and DAP can both involve delivery to the buyer’s warehouse.

The main difference is import responsibility.

ResponsibilityDDPDAP
China export clearanceSellerSeller
Main transportationSellerSeller
Transport risk to named destinationSellerSeller
Transit customs where requiredSellerSeller
Import customs formalitiesSellerBuyer
Import dutySellerBuyer
Applicable import taxesSellerBuyer
Final deliverySellerSeller
UnloadingNormally buyerNormally buyer

Under DAP, the seller arranges delivery to the named place but the buyer handles import formalities. DDP makes the seller responsible for import clearance.

When DDP May Be Appropriate

DDP may be worth considering when:

  • the seller wants to control the transport to final destination;
  • the customer expects a landed-delivery arrangement;
  • there is a confirmed compliant customs structure;
  • duty and tax handling can be clearly established;
  • the cargo is eligible for the proposed service.

When DAP May Be Better

DAP can be operationally cleaner when the German buyer:

  • already has an EORI;
  • imports commercial cargo regularly;
  • has its own customs broker;
  • has an established import VAT process;
  • wants the import declaration under its own normal structure;
  • wants direct visibility over duty and VAT.

DDP is not automatically “better” merely because the seller is responsible for more tasks.

The best Incoterm is the one that matches the real customs, tax and commercial structure.

How German Final Delivery Works

“Door-to-door shipping from China to Germany” usually means the freight service covers transportation from the agreed China pickup point to the agreed German destination.

Possible delivery locations include:

  • an importer’s warehouse;
  • a distributor;
  • a factory;
  • a commercial office with suitable receiving access;
  • a fulfilment warehouse;
  • an e-commerce warehouse where the service is supported.

For an accurate final-delivery plan, provide:

  • complete company name;
  • street address;
  • postcode;
  • contact person;
  • telephone number;
  • receiving hours;
  • whether an appointment is required;
  • whether the site has a loading dock;
  • whether a forklift is available;
  • largest package dimensions;
  • heaviest package weight;
  • total pallet or carton count;
  • whether a tail-lift truck is needed.

Door-to-Door Does Not Mean Inside Delivery

Standard commercial door delivery should not be interpreted as:

  • carrying cartons upstairs;
  • unpacking cargo;
  • moving goods into storage racks;
  • assembling equipment;
  • installing machinery;
  • removing packaging;
  • providing a crane or forklift.

If special unloading or delivery assistance is required, it should be requested before booking.

What Documents Are Usually Required?

The exact documentation depends on the product and transport mode.

However, most commercial shipments require a basic document set.

Commercial Invoice

A commercial invoice should normally show details such as:

  • seller;
  • buyer;
  • accurate commodity description;
  • quantity;
  • unit and total value;
  • currency;
  • country of origin;
  • applicable Incoterm;
  • other information required for the transaction.

Avoid descriptions such as:

accessories

parts

samples

when a more precise commercial description can be provided.

Customs needs to understand what the goods actually are.

Packing List

The packing list typically provides:

  • number of cartons, pallets or packages;
  • net weight;
  • gross weight;
  • package dimensions;
  • total volume;
  • packing details.

The invoice and packing list should be consistent.

Transport Document

Depending on the mode, this may include:

  • Bill of Lading for sea freight;
  • Air Waybill for air freight;
  • rail transport documentation;
  • CMR or other road-transport documents for relevant legs.

Customs and Product Information

Depending on the shipment, additional information may include:

  • HS/TARIC classification;
  • EORI;
  • customs-representation authorisation;
  • origin documentation;
  • licences;
  • EU Declaration of Conformity;
  • technical documentation;
  • SDS;
  • UN38.3 test information;
  • battery documentation;
  • health or veterinary documentation;
  • product-specific certificates.

Freight documentation and product-compliance documentation should not be treated as the same thing.

What Information Is Needed for a Reliable DDP Shipping Review?

A useful DDP inquiry should contain more than:

“How much to Germany?”

Provide enough information to evaluate transport, customs and final delivery together.

Pro Tips for DDP Shipping from China to Germany

Pro Tip 1: Ask Who Is Actually Declaring the Goods

If someone offers an “all-inclusive DDP service,” ask how the import declaration will be structured.

You should understand the intended:

  • importer;
  • declarant;
  • EORI;
  • customs representative;
  • duty and VAT arrangement.

A freight price is not a substitute for a workable customs structure.

Pro Tip 2: Do Not Treat “VAT Included” as the End of the VAT Question

Ask:

  • what VAT is being charged or advanced;
  • who is responsible for it;
  • what documentation will be produced;
  • whether the structure matches your tax position.

Payment of import VAT and the ability to account for or recover VAT are not the same question.

Pro Tip 3: Check Product Compliance Before Shipping

Do not wait until the container reaches Germany to discover that a product needs:

  • different labelling;
  • conformity documents;
  • German instructions;
  • importer information;
  • a regulatory registration.

Fixing a problem during production is usually easier than fixing it after customs or market-surveillance authorities become involved.

Pro Tip 4: Provide the Exact German Postcode

A quotation to “Germany” is incomplete for final delivery.

Freight to Hamburg, Munich, Berlin and a remote rural destination can have different trucking costs and delivery requirements.

Pro Tip 5: Compare DDP Quotes by Scope, Not Only Price

Check whether each quotation includes:

  • pickup;
  • export declaration;
  • freight;
  • customs brokerage;
  • duty;
  • VAT;
  • destination handling;
  • delivery;
  • appointment;
  • tail lift;
  • customs inspection-related costs;
  • storage exclusions.

The cheapest headline price is not always the lowest final logistics cost.

Pro Tip 6: Consider DAP When the Buyer Is Already an Experienced Importer

If the German buyer already has an EORI, established broker and VAT process, there may be little benefit in trying to move those functions into a more complicated DDP structure.

DAP can still provide door delivery while leaving import formalities with the buyer.

FAQ

Does DDP shipping from China to Germany include customs clearance?

Under Incoterms® 2020, DDP places responsibility for import clearance on the seller. For an actual shipment, however, the importer, declarant, EORI and customs-representation arrangement still need to be established correctly.

Does the German buyer need an EORI number for DDP shipping?

Not necessarily in every possible customs structure, but DDP does not make EORI requirements disappear. Which partyu0026#x27;s EORI is required depends on the importer, declarant and customs-representation structure and is subject to shipment-specific review.

Does Winsail provide an importer of record in Germany?

Winsail does not claim universal or automatic importer-of-record capability for every China-to-Germany shipment. The proposed importer, declarant and customs-representation arrangement must be reviewed before shipment.

Does DDP include German import VAT?

Under DDP, the seller carries responsibility for applicable import duties and taxes required to complete import clearance. Operationally, the quotation should still explain how import VAT is handled and which party is involved in the import and tax structure.

Is German import VAT always 19%?

No. Germany applies a standard 19% rate to many goods, while certain qualifying products may be subject to a reduced 7% rate. The appropriate rate depends on the goods and applicable tax rules.

Does DDP include customs duty?

Under DDP, the seller is responsible for applicable import duty required for clearance. The amount depends on factors including HS/TARIC classification, customs value, origin and applicable tariff measures.

Is DDP the same as door-to-door shipping?

No. Door-to-door describes the physical transport scope, while DDP defines responsibilities between buyer and seller. A DAP shipment can also be delivered door-to-door.

Can I ship sea freight from China to Germany under DDP?

Potentially, yes. Suitable FCL or LCL cargo may be transported under a DDP structure where the required customs, importer and tax arrangements are available. Acceptance is subject to shipment-specific review.

Is air DDP available from China to Germany?

Air-based door-to-door DDP arrangements may be available for suitable commercial cargo. Lithium batteries, dangerous goods and other regulated products require additional review.

Can rail freight from China be delivered door-to-door in Germany?

Yes. Suitable rail shipments can be combined with truck pickup in China and final-mile trucking in Germany. Whether the complete arrangement can be offered as DDP depends on the customs structure, cargo and available rail service.

Does DDP solve CE certification?

No. DDP is a trade term, not a product-certification process. Where CE marking or another EU compliance regime applies, the relevant economic operator must meet those requirements separately.

Can I use DDP for lithium batteries?

Possibly, but not automatically. Battery chemistry, watt-hour rating, UN classification, UN38.3 documentation, packaging, carrier acceptance and routing must be reviewed before acceptance.

Can I use DDP for chemicals?

Chemical cargo requires specialist review. Depending on the substance, issues may include dangerous-goods classification, SDS, REACH, CLP, routing restrictions and permits.

Who unloads the cargo under DDP?

Under DDP, the seller delivers the goods on the arriving means of transport ready for unloading. The buyer normally bears the unloading risk unless another arrangement has been agreed.

When is DAP better than DDP?

DAP may be better when the German buyer already has an EORI, customs broker, established import process and suitable VAT structure. The buyer then handles import clearance while the seller can still arrange transportation to the named destination.
